The Federation of Westminster Special Schools and Outreach and Training Service is a centre of excellence for the delivery of dynamic and creative special education support to pupils, staff, parents and a wide range of related services. Our team comprises experienced professionals with specialist qualifications in the following areas:
A detailed service offer of each are of specialism (with referral pathways and eligibility criteria) is available on our website. What support is available:
Support for school setting/pupils
Support for parents and carers (we work very closely with Westminster Parent Participation Group)
Training and consultancy
Support for school SENCOs (Tri-borough and Westminster SENCO Forums)
The Westminster Training and Outreach Service has been commissioned by Westminster Local Authority to provide consultation and bespoke training to maintained nurseries, primary, special and secondary schools in Westminster.
At this stage there is no additional charge to Westminster maintained schools for core offer (subject to review of SEN support services).
There is no routine service for school-aged C&YP attending independent schools unless the following applies:
Where a student has the input of a specialist teacher identified in their statement of SEN or EHCP this will be provided through the local authority where the student resides.
Independent and out of borough schools can purchase specialist advisory teacher support for the whole school or an individual learner by referring to the service (please consult the charging policy on our website).
Westminster Training and Outreach Team offer an excellent range of continued professional development and learning opportunities. This includes seminars delivered by some of the most experienced and knowledgeable trainers, researchers and practitioners in the world of SEND.
In 2016/17 100% of our courses were evaluated as excellent, very good or good. All training is available to Westminster, Kensington & Chelsea and Hammersmith & Fulham.
When is this service available?
School terms only. There is provision for ToD to receive ‘time off in lieu’ (TOIL) to recompense a Teacher for time worked during school holidays.
How do you access this service?
For support for an individual pupil please email your enquiry to qe2referral@qe2cp.westminster.sch.uk stating the type of support required (e.g. Autism, OT, VI, HI, SLCN) in the title. We will then send you the relevant referral pack.
For in-school training or consultancy please fill in inset referral form available on our website and email it to: qe2referral@qe2cp.westminster.sch.uk.
How do we ensure the quality of this service?
The Westminster Training and Outreach Team adheres to Quality Standards for Sensory Support Services in England and NatSIP Quality Standards. These standards provide us with a framework for self-evaluation based on some of the key areas in the SEN Local Area inspection. The team evaluates the impact of the service and reports to Westminster LA termly. All staff employed by the Federation of Westminster Special Schools’ Training and Outreach Service in relation to safer recruitment checks, enhanced DBS clearance and Safeguarding training.

We are proud of the commitment to the children and young people we support. If you are pleased with our work, we are always happy to hear from you.
However, there may be situations where the service or a member of the team has not met your expectations and you would like to make that view known to us. As a team we are open to receiving any feedback and to efficiently resolve any complaints.
